How to find government contracting opportunities before an RFP
Some requirements appear in public forecasts, RFIs or draft solicitations before the final solicitation. Agencies publish forecasts, requests for information, draft solicitations, and industry day notices. The work is to find the requirement at that stage, tie it to what you can deliver, and write down the evidence. Every signal is a reason to look closer. None of them is a sale.
Start with the official record
The federal procurement record is public. Presolicitation notices, solicitations, awards, and sole-source notices are published on SAM.gov. Anyone can search it. An account lets you save searches and follow changes to a notice. The notice and its attachments are the authority on deadlines, instructions, and current status. Read those, not a summary of them.

Requests for information, draft solicitations, industry conferences, and presolicitation notices are all exchanges that FAR 15.201 encourages, inside the procurement integrity rules. The same section sets the limits. An agency can use an RFI for planning with no intention to award, and a response to an RFI is not an offer that can form a contract.

Keep one record per potential opportunity. The fields below are the ones Svatantra suggests. They are a working method, not a federal requirement.
| Field | Why keep it |
|---|---|
| Agency, office, and requirement | Tells similarly named programs apart. |
| Official URL, notice ID, and the date you checked | Takes you back to the evidence and shows when it was last reviewed. |
| Stage and uncertainty | Separates an idea, a market research request, and a live solicitation. |
| Documented next event | Tracks the next useful action instead of an invented award date. |
| Eligibility and delivery fit | Explains why your team should spend effort on it. |
| Owner and next action | Makes the record something a person acts on. |
A useful entry ends in a decision: monitor, investigate, respond through the stated process, prepare a partnership, or decline. A pipeline made of links and hopeful dollar values is not a pipeline.
Require evidence before you add effort
Match the effort to the evidence. An agency priority can justify monitoring. A detailed requirement can justify a capability assessment. A relevant notice with a response deadline can justify assigning staff. These are internal decision rules that Svatantra proposes. They are not federal procurement stages, and they are not probabilities of award.
Write down what would change your view: a revised scope, a cancelled notice, an eligibility condition, a missed milestone. When something changes, go back to the documents. A promising signal does not mean funding, a solicitation, or a contract will follow.
Judge intelligence software on a real task
Pick three opportunities your team already understands. Ask each provider to show the earliest source it can substantiate, how that source connects to the later records, the most recent update, and where its coverage stops. Then ask the only question that matters: does the evidence change a decision your team makes? A dashboard score is not a substitute for the record behind it.
Where Svatantra fits
Svatantra holds government capital signals from 499 official sources across 16 markets, classified the same way and keyed so a notice can be read beside the program, the recipient, and the state it touches. The methodology page explains how signals are classified and scored. The capabilities page lists what is live and what is still in development. The Infrastructure Intelligence module shows what the record looks like for one sector: programs, recipients, awards, and open notices on one board. The platform page walks through the surfaces.
